His Excellency Luamanuvae Albert Mariner, Ambassador of the Independent State of Samoa to the People’s Republic of China, participated in the Roundtable of the High-Level Meeting of the 10th Taiyuan Energy Low Carbon Development Forum, held in Taiyuan, Shanxi Province, from 3–4 September 2026.
The Roundtable brought together 12 Ambassadors, diplomats, international organization representatives to exchange views on clean energy, low-carbon development and opportunities for international cooperation in addressing the global climate crisis.
In his remarks, Ambassador Mariner highlighted Samoa’s commitment to achieving 70 percent renewable electricity generation by 2031, as part of the country’s broader efforts to strengthen energy independence, reduce reliance on imported fossil fuels and build climate resilience.
The Ambassador outlined key initiatives under Samoa’s Energy Sector Plan 2023/24–2027/28, including strengthening national grid infrastructure, expanding solar and hydropower generation, deploying battery energy storage systems, and promoting community-based renewable energy projects.
He emphasized that for Samoa and other Small Island Developing States, access to affordable, appropriate and climate-resilient clean energy technologies is essential. He highlighted opportunities for Samoa–China cooperation in renewable energy, energy storage, technical training, expertise and technology transfer.
The roundtable dialogue for Ambassadors was convened and chaired by the Secretary of the CPC Shanxi Provincial Committee, H.E. Mr. Tang Dengjie. The event was held on the eve of the official opening of the 10th High Level Taiyuan Energy Low Carbon Development Forum that was held 4 September 2026. Samoa’s Deputy Prime Minister and Minister of Finance, Hon Mulipola Anarosa Ale-Molio’o, attended as the chief guest of the High Level Forum and delivered the keynote address at the official opening of the meeting.
